Long Description:
Proactively lead the implementation of all company and regulatory-required Health, Safety & Emergency Response polices, programs, specifications, procedures, practices and conditions; and vigorously promote field understanding and buy-in; to ensure full compliance. Responsible for ensuring regional compliance with all applicable OSHA regulations. Responsible for leading & supporting the full implementation of PSM in region. Assist with developing regional safety programs, including the implementation of VPP based safety programs. Responsible for regional Health, Safety and Emergency Response training program development, maintenance and delivery for all regional and terminal employees, through face-to-face meetings, site visits & conference calls . Assist with executing facility security related compliance involving USCG and DHS. Become an expert in and Promote NuStar Health & Safety management systems. Implement OSHA safety program, including PSM based safety program, industrial hygiene program, medical surveillance program, safety recognition program, etc. Ensure completion of day-to-day health and safety activities, agency notifications, agency inspections, compliance reporting and record keeping. Responsible for ensuring that the regional Industrial Hygiene monitoring requirements are fulfilled. Responsible for maintaining the annual Medical Surveillance Program and Employee Wellness Assessment Programs. Assist with the case management of injuries and determination of OSHA recordability. Participate in the Safety Committee in region & facilitate widespread employee participation. Participate and lead incident investigations and train others on standardized incident investigation techniques. Ensure that field safety equipment is in working order and that safety practices are fully understood and practiced through frequent site visits, discussions with employees at all levels, and random audits. Assist P&T field operations in internal audits. Represent company in regulatory inspections and information requests. Minimize civil and criminal liabilities through productive relationship building, communications and negotiations. Impacts multi-million dollar environmental budget; including permitting, consulting, pollution control, and waste handling. Support regional field operation in all HSE matters. Coordinate and support multi-department interaction on HSE issues. Promote continuous HSE improvement in all field offices through incident investigations, lesson learned, and best practices. Communicate field compliance and any H&S issues to management. Liaison between field/Corporate/local/state/federal agencies.
Requirements Bachelor’s degree required, preferably in Safety field; may consider 10 or more years’ experience in lieu of degree. Certified Safety Professional preferred. Minimum five years of directly related professional experience w/degree. Experience in Pipeline &Terminal (P&T) or Refinery preferred. Must have knowledge of state and federal regulations affecting the P&T operation. DOT compliance knowledge/experience highly preferred. Must have working knowledge of USCG rules. Must have extensive knowledge of Occupational Safety and Health regulations for purposes of conducting training. Experience in conducting training required. Experience leading incident investigations preferred. Proven leadership by company peers and supervisor. Proven negotiation and problem solving skills leading to decision making. Familiarity with safety best practices and behavior-based safety a plus. Must have proven productive working relationships with field operations, company peers, supervision and regulatory personnel. Travel up to 50%.
