Description
Responsible for setting technical work direction for the plant Safety, Industrial Hygiene, and Security teams to ensure compliance with OSHA and DOT regulatory requirements and implementation of related programs integral to supporting plant engineering and manufacturing operations. Provides guidance and expertise to the manufacturing site, and fosters a safe climate for the employees, community, and the environment to maintain our Freedom to Operate.
The position provides support for the implementation and execution of Safety, Industrial Hygiene, and Security programs integral to system robustness and sustainability. The position also provides technical and compliance support for the manufacturing facility, including support for new processes, process modifications, and plant experiments.
Specific Responsibilities of the Position:
· Provide technical leadership and work direction to the Safety and Industrial Hygiene staff by facilitating communication with the SQESH Area Leader.
· Establish, implement and maintain a department and plant strategy for continual improvement in Safety, Health, Security, and Industrial Hygiene programs.
· Assist the Safety and Health team in interpreting and implementing regulatory and internal requirements, ensuring that the plant understands those requirements and meets reporting criteria.
· Act as the compliance liaison for the Department of Homeland Security Chemical Sector.
· Track key performance indicators (KPI's) to accurately predict Safety & IH performance and facilitates business goal development.
· Establish, monitor and forecast department budget.
· Support and provide leadership / direction for the plant emergency response team which includes mock drills, training, emergency equipment and systems, and planning.
· Support the facilitation of incident analysis, near-miss trending and reporting, and behavior-based observations.
· Provide support and direction for the Area Safety Coordinator network, Central Safety Committees, Behavior-Based Team, Responsible Care 14001, Routine Contractor Safety Team and Ergonomics Team.
Qualifications
· B.S., B.A. and/or M.S., preferably in Engineering or a related science field.
· 7 or more years of chemical manufacturing experience in a safety leadership capacity.
· Background in Emergency Response, Industrial Hygiene, Construction, General industry and personnel safety. Familiarity with OSHA regulations, NFPA and other consensus standards.
· Possess excellent communications skills, both oral and written.
· Flexible and able to respond quickly to changing job demands and prioritize multiple responsibilities.

Certified Safety Professional (CSP)
Knowledge of Homeland Security Procedures
Basic knowledge of manufacturing process operations and process safety
This position is located in an office of a chemical manufacturing facility and requires the ability to ascend and descend ladders and stairs, and enter dikes and curbed areas. This position also requires the ability to access all areas of the plant to view job functions, equipment design/installation, perform incident analyses, workplace assessments and inspections. Limited amounts of travel are expected to visit headquarters and other sites, and attend developmental classes and conferences. The ability to work a full eight hour day within the flexible schedule of 6:00 am to 5:30 pm is required, as well as the ability to provide after hours support of critical business needs.
