Primary Job Responsibilities



Contract complexity will present moderate to high risk exposure to the Company. Contract actions will be non-routine and will require the application of Jacobs Standard contract terms or the analyses of client contract terms and conditions. Position requires the ability to identify high risk contract terms and contract representations and certifications. Work will involve interaction and coordination with multiple interfaces.

RESPONSIBILITIES

1. Reviews new contract and contract modification terms/conditions and scopes of services to identify areas of potential risk to the company, such as ambiguities and conflicts between the terms and the type of work. Assists Company legal counsel and project managers in mitigating identified risks by proposing revisions to contract terms.

2. Reviews and processes representations and certifications in request for proposals and new contracts.

3. Verifies that correct pricing has been proposed for all contracts containing TINA requirements.

4. Participates in proposal preparation, contract negotiation and other client contract activities, such as deliverable preparation and timely submission.

5. Provides leadership and assistance to Company legal counsel, management and operations staff in all areas of contract administration.

6. Complies with Jacobs Standard Operating Policies/Procedures and Contract Management processes.

7. Maintains orderly and up-to-date contract files.

8. Minimal travel may be required.




Training and Experience



Bachelors Degree from an accredited four-year college or university – preferably in Business, Finance or similar field and a minimum of five years’ experience in administering U.S. Federal Government and/or other public sector entity (state and municipal) contracts.

Other Essential Functions



1. Knowledge of U.S. Federal acquisition regulations and contract law is desired but not required.

2. Ability to analyze contract terms and effectively communicate findings to Company legal counsel, Project Managers and other Operations staff.

3. Has an understanding of the business ramifications of performing project work without a contract or with poor contracts.

4. Ability to administer multiple action items on a daily basis ensuring deadlines are met.

5. Must be self-motivated; have the ability to work collaboratively with management, Company legal counsel, accounting and operations staff; require minimal oversight; develop positive relationships; and have some negotiation experience.

6. Knowledge of Microsoft office applications (Word, Excel, Power Point and Email).

Contract and Procurement Staff, Company legal counsel, Business Unit and Senior Managers, Project Managers, Insides Sales Staff, Project Accountants, Project Controls and Jacobs’ Clients.
