Primary Job Responsibilities
o Procurement Sales and Marketing including Proposal Development and Presentations
o Program/Project Procurment Planning
o Market Evaluation and Surveys including craft labor surveys
o Lead Time evaluations
o Commercial Flow Down Development
o Alliance/Key Supplier Frame Work Agreement
o MBE/WBE Minority Firm Development
o Procurement Strategy Development
o Personnel recuriting and training
o Contractor and Vendor sourcing and prequalification
o Bid List Development
o Capital Equipment Procurement including Bidding, Bid Clarification and Negotiations, Letters of Recommendations, PreAwards, Commercial Document Formulation, Expediting, Inspection Coordination, Packaging and Logistics
o Contracting of Construction Work Package (T&M, Unit Price & Lump Sum) including Scope of Work Development including Bidding, Bid Clarification and Negotiations, Letters of Recommendations, PreAwards, Commercial Document Formulation, Change Management, Back Charge & Claims Admininistration, Invoice Processing and Closeout
o International Traffic and Logistics Coordination
o Contractor and Vendor Evaluations
o Procurement File Closeout and Archiving
Training and Experience
*
8-10 years of experience required, BA or BS or related experience
*
5 - 8 years Petrochemical and/or Refining experience
*
3 -5 years both open and union shop contracting experience
*
Extensive knowledge of commercial requirements
*
eProcurement and Reverse Auctions
*
Framework Agreements
*
Extensive knowledge of process and mechnical equipment including crackers, boilers, heat exchangers, pressure vessels, tanks, pumps and motor control and instrumentation
*
Intermediate to Advance skills in Microsoft Professional Suite (Word, Excel, PowerPoint and Project)
*
Jacobs Material Management System (JMMS)
*
ProLog
*
SAP
