Primary Job Responsibilities
Reserved for Department Manager. Accomplishes results through subordinate supervisors or exempt specialist employees. Directs subordinates based on organizational goals and company policy. Receives objective-oriented assignments. Work is reviewed in terms of meeting the organization's objectives and schedules. Additonal responsibilities include:
· Disseminate Operating Procedures for Project Controls
· Develop work instructions for office
· Provide training for procedures and work instructions and Project Controls software
· Ensure that systems and personnel are in place and effective, and that all project controls requirements of project management, operations management, and the client are being satisfied
· Facilitate Interactive Planning process
· Develop and/or review / approve Project Control Plans
· Maintain staffing requirements for project controls personnel
· Attend and support operations status review meetings
· Assist in preparation of overhead and profit forecast for performance unit
· Prepare and assist Business Development in the preparation of pro-services estimates and/ or schedules for proposals
· Perform personnel performance evaluations
Training and Experience
BS or MS in Construction Management, Engineering or Business. 20 years of progressively responsible experience in Project Controls roles may be deemed an acceptable alternative.
This position requires a minimum of 15 years experience in project controls or a related field. This should include a minimum of two years on a project construction site.
Other Essential Functions
Skills:
· Proficient use of Project Control Systems
· Capable of supervising and communicating with the project controls team to ensure complete understanding and fulfillment of project/program objectives
· Capable of effectively communicating with all levels of project and operations management and the client. Must identify potential problems and elevate these to the appropriate level(s) of management
· Proficient in estimating methods for capital costs
· Able to make presentations to Jacobs and Client management
· Good planning and organizational skills
· Excellent interpersonal skills
Accountability:
· Accountable to operations management for ensuring that the project controls needs for the project or program are being satisfied
Authority:
· Has hiring, wage determination, promotion, training, coaching, mentoring and disciplinary responsibilities.
· Assigns Project Controls personnel to projects
· Identifies key project control issues to project and operations management in a timely manner and develops corrective action plans inconjunction with the project team(s) that can be implemented in a timely manner
Supervision:
· Supervises and provides technical guidance to all Levels of Project Controls
Technical Competencies:
· Detailed knowledge of design, procurement, and construction/field service processes and their inherent cost and schedule performance risks associated with these activities is required.
· Knowledgeable and proficient with:
§ Spreadsheets, word processing and database software
§ Scheduling software – Primavera – P6 preferred.
§ Risk Analysis (Monte Carlo) software
§ Commercial and/or proprietary project controls systems to include: Jacobs Project Cost System (JPCS)/ Prolog/ Jacobs Project Operation Dashboard (JPOD) / Work Forecast System (WFS)
§ Commercial and/or proprietary estimating systems - (Timberline / KBase)
· Proficiency in cost engineering and planning / scheduling principles and methods including:
* Budgeting and Forecasting
* Change Management
* Work Breakdown Structures
* Earned Value Systems / Rules of Credit
* Contingency/Allowance for Unforeseen Development
§ Critical Path Method scheduling techniques
§ Resource loading and leveling of schedules
· Knowledgeable in Capital Estimating principles and methods including:
* Conceptual through Detailed Design Estimating
* Reading and interpreting design and construction drawings
* Benchmarking / Metrics
* Use of Mechanical Contractors Association (MCA) / National Electrical Contractors Association / Means and Richardsons Estimating standards
* Philosophies in development of Design and Material Take Off Allowances
Other Requirements
This position is primarily an office based position. The successful applicant must have the visual, verbal and auditory skills to communicate with colleagues. The successful candidate must be able to travel long distances to carry out assignments from time to time. Minimal lifting would be required.
