Description
Responsible for managing large and diverse maintenance organization at the White Sands Complex in Las Cruces, NM. Performs administrative and management tasks to ensure program/project operating efficiency. Develops and implements plans, policies, and procedures providing maximum cost/quality effectiveness. Through subordinate supervisors/managers directs the performance of operational tasks and oversees financial, technical and quality performance.
Establishes operational plans and schedules manpower, materials, and facilities to meet contract requirements. Ensures resources are available for the completion of complex technical projects.
Monitors technical performance and takes appropriate and timely action to correct deficiencies.
Analyzes project requirements and provides information and instruction for operating, maintaining, trouble-shooting, repairing, designing, and modifying equipment as appropriate.
Provides technical direction and instruction relative to complex design problems and the resolution of construction or operating difficulties which may cross multi-disciplines.
Works closely with other engineering disciplines in the development and completion of projects to increase production, quality, efficiency or volume.
Initiates new, advanced technical projects having substantial potential of gaining a competitive edge for the company. Develops technical proposals supportive of such projects.
Performs or directs the performance of complex field engineering assignments involved in the research, design, and development of a project, comprising a number of equipment systems.
Conducts or oversees special studies and investigations related to project activities and recommends changes as appropriate to enhance efficiency, reduce costs, and/or meet new requirements.
Acts as consultant to senior management; interfaces with senior customer representatives on significant issues needing technical guidance, redirection, and/or resolution.
Maintains liaison with other engineering and scientific organizations to keep abreast of developments in allied fields.
Champions or leads multi-disciplined and/or cross-functional teams.
Conducts briefing and technical meetings for Sr. management.
Conducts performance evaluations, plans salary actions, recommends hires and promotions. Interprets and applies organization policies. Champions, coaches and motivates teams.
Performs all other duties as assigned.
Position Scope:
Manages 24/7 technical staff to ensure system anamolies are resolved. Manages system engineers who are responsible for performing trend, failure analysis and trade studies. Provides technical oversight to ensure obsolescense issues are recognized and resolved. Provides periodic financial, material and staffing forecasts. Maintains a properly trained and certified staff. Represents the department during customer meetings and briefings. Develops long-term strategic plans for the department.

Qualifications


Basic Qualifications:

BS degree in an engineering discipline or professional engineering license/certification and 10 years related experience. In lieu of education, 18 years of directly related, progressively complex work experience. Specific contract requirements regarding education and experience will prevail.
Minimun of 5 years experience managing a related group of more than 30 employees.
Minimum of 8 years of direct hardware maintenance experience. Specialized experience in hardware components related to and supporting satellite ground systems is desireable.
Excellent oral and writing skills.

Must be able to obtain and maintain a Secret level clearance.


Additional Qualifications:
Qualified candidates will possess strong process integration skills. Experience with and understanding of reliability, maintainability and analysis concepts and programs.
