POSITION TITLE: Command and Control Analyst
SECURITY CLEARANCE/LEVEL REQUIRED: TS SCI

PRIMARY FUNCTION(S)
The Distributed Command and Control Nodes (DC2N) Operations Management provides a team of highly experienced planners and subject matter experts that will oversee and develop direction on all aspects of DC2N operations to include: personnel, training, requirements, concepts of operations, testing, and exercising of ground, airborne, maritime DC2Ns. The intent of the DC2N Operations Management is to assist USSTRATCOM J3 to efficiently and effectively operate the DC2N and to ensure the DC2Ns evolve as a technology and the missions of USSTRATCOM are efficiently and effectively executed.


RESPONSIBILITIES AND DUTIES
Duties include (but are not limited to):
(1)Assist USSTRATCOM J3 to ensure the DC2Ns can support the National Military Strategy (NMS), and Unified Command Plan (UPC) concepts for USSTRATCOM’s Operationally focused missions of strategic deterrence, space operations, cyber operations and Global Strike as well as the advocacy focused missions of Combating Weapons of Mass Destruction (CWMD), Information Operations (IO), Intelligence, Surveillance and Reconnaissance (ISR), Integrated Missile Defense (IMD), and Global Command and Control (Global C2.
(2)Review and update USSTRATCOM processes, procedures, and operations to maximize the effectiveness and fully integrate the DC2Ns into USSTRATCOM operations.
(3)Identify and assist USSTRATCOM to make required doctrine, organization, training materiel, leadership and education, personnel and facilities (DOTMLPF) changes to fix gaps and eliminate redundancies.
(4)Monitor and report on DC2N operations.
(5)Assist with developing the detailed documentation enabling the DC2N Mission.

MINIMUM TANGIBLE QUALIFICATIONS
(1)Demonstrate experience and/or education in net-centric and/or Protocol (IP)-based engineer, data integration and mediation, and legacy architecture integration as well as Planning, C2 systems, Missile Warning/Missile Defense, and other global, joint C4ISR integrated systems. Also demonstrate a comprehensive knowledge of the sub-functions and connectivity within and between these systems
(2)Demonstrate planning and decision-making experience in an organization such as USSTRATCOM. Personnel shall have extensive knowledge and/or experience with USSTRATCOM command and control policy, planning, and operations as it relates to USSTRATCOM’s role in a joint war fighting environment.
(3)Candidate must be able to attend and address meetings dealing with Planning Command and Control, Distributive Command and Control, and other global, joint C4I integrated systems.
(4)Demonstrate extensive experience in contingency and crisis action planning and operations to include knowledge and training in weapon effects on C4ISR systems.
(5)Demonstrate a current understanding as well as insight applicable to the Command’s infrastructure and how it relates to joint operations in relation to a C4ISR environment.
(6)Posses the expertise to create power point briefs within established timelines.
(7)Possess proficiency in use and application of other Microsoft Office products to include Word, Excel, PowerPoint, and Access.
(8)Familiar with USSTRATCOM staffing processes, facilitation and tracking.
(9)Familiar with Electro-Magnetic Pulse (EMP) impacts to USSTRATCOM facilities, assets, and communications systems.
(10)Possess an understanding of Deterrent Operations (DO), Joint Operations Center (JOC), Unified Command Plan, National Defense Strategy, Security Cooperation Guidance, National Military Strategy, Quadrennial Defense Review, Joint Operations Planning and Execution System, Joint planning processes and OPLAN 8010.
(11)Current TS/SCI security clearance required.
